CALL FOR PROPOSALS: Midterm Evaluation on Green Business, Infrastructure, and Finance component of the EU-PH Green Economy Partnership

The European Union (EU)-funded EU-Philippines Green Economy Partnership: Green Business, Infrastructure, and Finance, implemented under the EU’s Global Gateway Initiative, is seeking an international consultant and a local consultant/evaluator with demonstrated experience in evaluating circular economy projects; micro, small, and medium enterprises (MSMEs) and startup development; green finance; MEAL system; along with strong familiarity with Philippine institution context.


The midterm evaluation aims to: 

✅Examine the project using the OECD-DAC as the main criteria for evaluation 
✅Assess status of implementation, key results achieved thus far, while also assessing the  continued relevance of the project in relation to its objectives and targets
✅Analyze progress toward the achievement of planned results, considering any emerging gaps or challenges 
✅Document emerging good practices and capture initial lessons learned to inform adaptive management and strengthen the likelihood of achieving the project’s intended outcomes


The evaluators will work closely with Green Business, Infrastructure, and Finance’s implementing partners: Expertise France and GGGI Philippines. Expertise France’s interventions target both upstream actions which reduce the amounts of waste generated by private sector activity through innovation and adoption of circular business models, and downstream actions, which improve collections and recycling rates through improved private sector engagement. GGGI’s interventions target financial sector actors in order to ensure sustainable financing for the Philippines’ circular economy.
